Okay, so the New York Daily News calling Amanda Bynes a starlet is completely bullshit. First, she hasn't done a movie in four years. If you ignore the one micro-budget film she did, she hasn't acted since 2008. Second, she's 28 years old, which is creaky-old-age for actresses in Hollywood (according to Hollywood's standards).
By no means would she fit the definition of "starlet".
The New York Daily News needs to stop trying to push this drug-and-alcohol addicted has-been on us by calling her a "starlet".
