Ministry of Fear is Fritz Lang's 1944 film noir starring Ray Milland. It's based on the novel by Graham Greene, who also did The Third Man.
Milland is a man just released for a psychiatric hospital who visits a carnival on his way home to London. He accidentally receives a package intended for a Nazi spy ring, and begins to be relentlessly pursued by a string of spies who prey on his imbalanced mental state. Miklos Rosza did the score.
You know it's good, because it involves a femme fatale in a skintight sequin gown doing a fake seance.
Lang had a difficult time in Hollywood, but this was a big hit for him.
